St Louis Carpenters Union Sues Mid-America Carpenters Regional Council Over Billboard Contracts

St. Louis's carpenters union has a troubled history with dealings with local politicians and members of the business community. Its most recent scandal centered on former carpenter apprentice Al Bond. Bond allegedly misused the contract process and used union money to finance his personal expenses. Bond was fired from the union. Also, the union has faced problems with Billboard contracts and lack of oversight.

Al Bond's career was as a carpenter apprentice

Al Bond, a St. Louis-based carpenter, worked for the union for many decades. He was elected as a labor council member and later elevated to the position of chief executive officer. Since then, he has become an important member of the union, having served as its vice president and business representative/organizer. He was also active in local politics. Through its PAC, he contributed thousands to local candidates. The union supported failed proposals to consolidate county and city government, privatize airport and merge airport. In 2011, he was elected to the St. Louis labor council and was elected to the board of Carpenters Local 5, where he served as president for 11 years.

In an effort to stop the union from taking advantage of the booming construction industry, the Mid-America Carpenters Regional Council has filed a lawsuit against the former president of the group, Al Bond. Bond, the former head of the St. Louis-based council was a signer on billboards with Interrail for $4 million. According to the union, the deal was illegal. The union also paid Interrail to make a profit.


In September, the United Brotherhood of Carpenters dissolved St. Louis–Kansas City District Council. Bond then was fired. Bond fired his local union management team and his entire team in response to the lawsuit and moved to a Chicago-area office. The Mid-America Regional Council of Carpenters was established. The lawsuit was brought to the attention of the U.S. District Court of Missouri.

Use union funds to cover personal expenses

Carpenters Pension Trust Fund of St. Louis (multi-employer, defined-benefit union pension fund) is a multiemployer, defined-benefit union pension fund. It was created in 1969 under an agreement between the Carpenters union and three local building trades associations. The vacation checks are distributed to the fund each time members contribute a specific amount of money for every hour worked. It is important to note that this fund is not intended to pay for the cost of personal expenses. It is meant to provide retirement and death benefits to Carpenters.

Bond is accused of using funds from the St. Louis Carpenters Union for personal expenses. It also alleges that Bond entered into questionable advertising contracts. The union spokeswoman did not return requests for comment. Boehms (Vice President at Interface Construction) did not respond to messages seeking comment. The union spokesperson didn't respond to queries regarding Boehms's salary and personal expenses.

Interrail contract oversight not up to par

Mid-America Carpenters Regional Council is a Chicago-based affiliate to the St. Louis carpenters union. It has been accused of taking assets from the St. Louis Council. The St. Louis Council, one of the most powerful unions in the region that negotiated labor contracts for workers, was one of the largest. But the union has denied the allegations. Bond's lawyer has declined to comment.

The bond also claims that the St. Louis carpenters' union failed to properly supervise contracts with Interrail, Foxpoint and other construction companies. The bond claims that six employees in the St. Louis branch complained to national union officials about their situation. The union's financial records reveal that it had $3.6Billion in assets last fiscal year, despite no oversight of the contracts.
